The Englishman William Congreve. At the beginning of the nineteenth century a rocket of his invention was proposed - and used - to be used with an explosive head against fortresses or with incendiary devices against the wooden ships of that time.

-It weighed 32 pounds and it did not have fins but a stabilizer stick.
-Sir William Congreve was an artillery officer who knew the rocket principles that he applied for warlike fire and then for flares and launching of cables during ship rescues.
-The rockets were used in the wars against Napoleon and to bomb European cities like Copenhagen, Danzig and Boulogne. They were also used in the USA against Baltimore in 1814.
